General Meaning
The Queen of Cups is the most emotionally attuned card in the tarot. She embodies Water in its purest form — not the active flow of a river or the still reservoir, but the mirror itself. She reflects emotional truth back to those who look upon her, and in that reflection, others see their own depths with startling clarity.
Her core gift is emotional intelligence so refined it borders on telepathy. In a reading, she appears when the querent needs to trust their intuition, connect with their feelings, or find the compassionate witness within themselves.
The shadow of this receptivity is porousness. She feels everything — the moods of a room, the unspoken pain of a stranger — and without boundaries, she takes it all inside. Her undignified expression is the codependent healer.

In the RWS deck, the Queen sits on a throne at the sea's edge carved with water nymphs and fish. She holds an ornate golden cup, gazing into it as though scrying. The cup is closed — her knowing comes from within. Her feet rest on pebbles at the shore, not in the water itself.
In the Thoth deck, she sits on still water holding a lotus and a shell-like cup from which a crayfish emerges — Cancer, the backward-moving, deep-dwelling nature of pure emotion.
